Nope! Actually...he furfilled his three wishes during his human life, so he was allowed to be reborn. He didn't rebirth himself as a human, because he knew he would have to start as a baby and wouldn't be with Teito as quickly, so he got reborn into a animal, but his soul is still human.

See how his spirit is there, as well as his animal form? That's sorta what happened, but Teito can't see/talk to the spirit.
